Peak load capacity 2017

1 - 3/2017

The peak load capacity actual costs were 1,832 M€ charged from the main grid customers and respectively electricity consumption was 22 909 626 MWh during the payment period from 1 January to 31 March in 2017. The calculated peak load capacity fee is 0,080 €/MWh.

The peak load capacity was not started during this period.

4-6/2017

The peak load capacity actual costs were 1,706 M€ charged from the main grid customers and respectively electricity consumption was  18 506 756 MWh during the payment period from 1 April to 30 June in 2017. The calculated peak load capacity fee is 0,092 €/MWh.

The peak load capacity was not started during this period. The demand response unit Suomenoja heat pump was partly unavailable for the peak load arrangement during the winter period. Therefore the compensation paid to the Suomenoja heat pump was reduced by about 9 per cent.

December 2017

The peak load capacity costs for the grid service customers were 4,71 M€. The costs are charged according to the consumption of electricity during weekdays and during the day-time hours 7.00 a.m. - 9.00 p.m. The electricity consumption was 3 212 195 MWh, which is equal to the grid service winter weekday daytime consumption invoiced. The calculated peak load capacity fee is 1,465 €/MWh.

The peak load capacity was not started in December. The demand response unit Suomenoja heat pump was partly unavailable for the peak load arrangement. Finextra reduced the compensation paid to the Suomenoja heat pump by about 10 per cent. As defined in the Rules of Use, the Energy Authority will make the final decision in this issue.

Invoicing period 1.7.2017 - 30.6.2020

During this peak load reserve period, the invoicing policy has changed to comply with the rules of use as follows: the compensations for maintaining peak load reserve will be invoiced according to the consumption of electricity during weekdays in the winter period 1 December - 28 February and during the day-time hours 7.00 a.m. - 9.00 p.m. If the peak load reserve is activated during the winter period, also the costs for the activation will be allocated to the electricity consumption over day-time hours on winter-period weekdays.

If no activation of the peak load reserve is needed outside the winter period, customers will not be invoiced. If the peak load reserve is required, the costs will be allocated to the consumption of electricity during the activation month. For example, the cost of activating the peak load reserve during October will be allocated to all hours of electricity consumption in October and the invoice will be sent to the customer in early November.

The first peak load reserve invoice according to the new invoicing policy was calculated according to the consumption of electricity in December 2017 and the invoices were sent to customers in early January 2018.
The fixed costs for maintaining the peak load reserve system over the next peak load reserve period will, according to the competitive bidding organized by the Energy Authority, amount to approximatelly EUR 13.8 million per year. The overall costs of the peak load reserve will also be affected by the activation costs of the peak load reserve systems, Fingrid's administrative costs and reasonable.

Invoicing period 1.7.2015 - 30.6.2017

During this peak load capacity period the fees for the peak load capacity system were invoiced quarterly i.e. the invoicing for this agreement term were done for January - March and April - June in retrospect in three-month periods in 2017.

The compensations specified by the procurement decision of the Electricity Authority were paid accordingly to the power plant units and facilities capable of demand response of electricity.
