Implementation of new technical requirements for frequency containment reserves starts on September 2023
The Nordic TSOs have developed new technical requirements for Frequency Containment Reserve for Normal Operation (FCR-N) and Frequency Containment Reserve for Disturbances (FCR-D). The aim with the new technical requirements is to harmonize the requirements in Nordic countries and to address the needs of the developing power system. The new technical requirements will enter into force on 1 September 2023.
On April 3 the Nordic national regulatory authorities approved the TSOs’ amended proposals for FCR additional properties and dimensioning in accordance with the transmission system operation guideline (SOGL). The proposals describe the main parts of the new technical requirements. The new requirements were developed in close collaboration with balancing service providers, governor manufacturers and academia representatives. Implementation of the new requirements marks a significant step in ensuring a good security of supply in the changing power system.
The TSOs will publish an updated version of the detailed description of the technical requirements and the prequalification process, including tests, in May 2023. The TSOs of Finland, Sweden and Denmark have agreed that the new technical requirements shall enter into force on 1 September 2023. In Norway the requirements will enter into force in the beginning of 2024. Balancing service providers may prequalify towards the new requirements already starting from the date of publication of the detailed specification. Existing units and groups prequalified for FCR shall transition towards the new requirements at the latest when their current prequalifications expire.
